So basically, The Arena should be an entirely separate world (Like the resource world). This way you could take in user submissions for the world, like each month it could be different, this wouldn't require any extra plugins because of the things you can do with command blocks. I have a lot of ideas for the different type of Arenas you could make but that could fill an entire different topic. This Arena system would be fairly easy to implement and also I suggested it so that makes it that much better.

+1 on the different world and switching out arenas. It might be a while before the arena world gets started though.
